This paper discusses Tangshan Caofeidian (China) as an exemplar of contemporary large-scale, new-build eco-city development. Based on field research and a series of interviews, the paper considers the initiative's key characteristics and dimensions within the context of China's twin challenge of rapid urbanization and environmental degradation. Following this, it critically analyses the historical/intellectual roots, normative rationale and political, economic and cultural conceptualizations defining and driving this particular kind of new urban sustainability. Several overlapping, key narratives can be identified, including: the kinship with the earlier ‘techno-city’ phenomenon; and the predominance of a quasi modernist, positivist discourse with emphasis on the mastery of nature and an explicit scientific approach to urbanism. In parallel, there is a strong internationalist discourse at work, which manifests itself, among others, in the central involvement of Swedish experts in the design and planning process, as well as in the initiative's designated role as a model for Chinese engagement in international eco-city development and export. The analysis prompts critical reflections on the overtly technocratic form and discourse of sustainable urbanism promoted by this approach to eco-city innovation.

연사소개 

Professor Simon Joss is Head of the Governance & Sustainability Programme at the University of Westminster, and co-director of the International Eco-Cities Initiative (www.westminster.ac.uk/ecocities), and a Fellow of the Royal Society of Arts. His research interests include science and technology studies, governance theory, and the governance of eco-city innovation. He set up a postgraduate Masters of Research (MRes) in International Environmental Policy and Politics.
